Optionally display message on all message logs, when delivery disabled

Problem/Motivation

It is not currently possible to know if an email was logged unless either the "verbose" option is enabled and the visitor has the "view maillog" permission, or they have the "administer maillog" permisioin.

Proposed resolution

When emails are logged optionally display a message indicating it was logged.
When emails are not allowed to be sent, optionally display a message indicating it was not delivered.
