There is not anything wrong in using minimized CSS and JavaScript files, especially when they are provided by third-party and they are used in production sites. PHP_CodeSniffer is just reporting it cannot process minified files, but that is not a reason for not using minified files.

Drupal core itself contains minified files like js.cookie.min.js, modernizr.min.js, or jquery.form.min.js.
What reported here is not a bug nor something that needs to be changed.
