Hi Fred,
I'm happy to vouch for you here, Fred and I have worked together and he is definitely a great contributor to the Drupal community and Innosoft has a great Drupal practice I'm happy to vouch for.
I'm assuming I just need to change the status to reviewed and tested by the community to approve this "confirmed" role.

Yes, RTBC is the right status to set to vouch for the user. That makes a site moderator do a last check for unpublished content, and give credit, and assign the role
