some users do not get a new price based on role

Can you provide some more information?
- What are the conditions for the price rule? For example, user role, user field?
- Do you have one price rule or multiple?
- Does it for the same customer? i.e. the same user once gets the right price, once doesn't. If so, is there any differential that you can think of? They certainly log in with the same account?
