Steps to reproduce

composer require 'drupal/checklistapi:^2.1'

Your requirements could not be resolved to an installable set of packages.

Problem 1
- Root composer.json requires drupal/checklistapi, it could not be found in any version, there may be a typo in the package name.

Potential causes:
- A typo in the package name
- The package is not available in a stable-enough version according to your minimum-stability setting

- It's a private package and you forgot to add a custom repository to find it

    I was able to download/install this on 10.0.9 and 9.5.9. That was using PHP 8.2 so on D9 I had to add --ignore-platform-req=php+ to the end of the composer command. Are you able to install other modules? Have you checked the command to ensure there aren't special characters? Maybe try running the command with -v to see more messages. If it persists, post your composer.json file.
