Standardize translation handling in pagedesigner

Problem/Motivation

The pagedesigner has inconsistent handling of translatable nodes.
The debugger assumes the pagedesigner field to be untranslatable, whereas core and pagedesigner_tmgmt requires it to be translatable. We need to align the code to allow it to be translatable.

Proposed resolution

- Remove assumption of not translatable from debugger
- Check pagedesigner code to make sure pagedesigner_field can be made translateble
