After selecting one or more content records in /admin/content and completing the edit form ("Are you sure you want to edit this entity?") the final Confirm button does nothing. Cancel button works, but Confirm button is completely dead. This is extremely confusing because there is no indication shown why the form is blocked.
As per parent issue Fix Required fields to really not be required (3024419), this happens when a required field is left empty although the field itself is not ticked for update.
Add a message that explains why the form is blocked. At least until the parent issue is fixed.

Found this is related to Fix Required fields to really not be required (3024419). Changed description to ask for a UI change to indicate the reason for the form blocking. This will at least avoid confusion until the parent issue is fixed.
+1 for showing a message or at least adding a log entry why the main form button doesn't react.
