[Spam fight] Allow only confirmed accounts to post comments

Like localize.drupal.org, also api.drupal.org had some spam comments posted from user accounts without any activity on drupal.org. Now, on api.drupal.org, only accounts that have been confirmed can post comments. This alone stops the spammers because either they do not post anything on drupal.org (and cannot get their account confirmed) or they post spam on drupal.org and they are blocked.

The same should be done on localize.drupal.org: User accounts that are not confirmed should not have the permission to post comments. People without any activity on drupal.org, but who really need to post comments on localize.drupal.org, can ask for their accounts to be confirmed by posting on the site moderators issue queue. (I think that the people who need to post comments on localize.drupal.org without the need to participate on drupal.org are very few.)
