Yes, this sounds like a measure that is likely to be successful! Id it already deployed on sub-site api.drupal.org, adding it to localize.drupal.org should require little extra effort.

Adding #2599782: Remove access to create comments for unconfirmed users → as a related issue. This is the issue resolving the same problem on api.drupal.org.
