Fix scan command

Problem/Motivation

While performing tests on multiple community projects we found that the number of scanned releases is capped to 9999.
This causes issue on later strings import/export tests.

Steps to reproduce

Have a local setup of the project.
Run the following commands.

ddev drush -y cset l10n_server.settings connectors.drupal_rest:restapi.source.restapi.refresh_url https://drupal.org/files/releases.tsv
ddev drush l10n_server:scan

Yes, no problem with the command. We were experiencing issue with it, but somehow it was related to MySQL.
