Upgraded to 3.4 but Drupal says it's still 3.3

Problem/Motivation

I have upgraded from 3.3 to 3.4 but Drupal keeps reporting that I'm on 3.3 and need to upgrade.

Steps to reproduce

  1. Run composer require 'drupal/admin_toolbar:^3.4' and clear cache
  2. Go into modules/contrib/admin_toolbar and verify that admin_toolbar.info.yml shows 3.4
  3. In Drupal, do a manual update of modules. Admin_toolbar still shows as 3.4

I also tried uninstalling the module, removing its directory and composer.json entry, and reinstalling (clearing the cache all along the way). Same result. Is there something in the database I need to clear out?

Update: After reinstalling, the admin/modules list shows it to be version 3.3 despite the fact that the yml file says it's 3.4. Also, I'm on the latest version of Drupal 9.
