There's nothing wrong with the gitlab integration that I can see, seems like the commit author included the wrong number in the commit message.

Yep, the integration is very basic, any # followed by numbers links to Drupal.org. The commit message is what it is. We can’t account for typos or references to other issue systems or types of number.
