Remove the Panels module from Varbase Core

Problem/Motivation

After:

This dashboard is built on top of Dashboards with Layout Builder → module, utilize Drupal core's Layout Builder for dynamic dashboards management

With the introduction of the Layout Builder in Drupal, Panels, Page Manager, and Panels IPE are rendered unnecessary. The Layout Builder now serves as the preferred solution for managing layouts and page building within Varbase.

Proposed resolution

  • Remove drupal/panels from the composer.json file.
  • Remove links and descriptions about Panels, or Total Control in the Varbase Welcome message.
