As far as documentation at https://docs.drupalcommerce.org/commerce2/developer-guide/install-update... is concerned...
I would keep the title and first two paragraphs as they are now:
Alternative installation instructions for Ludwig users
Composer is the recommended way to install and maintain a site. Site administrators using Ludwig need to be careful when combining modules that depend on external libraries, since there are no safeguards against incompatible library versions or overlapping requirements.
These instructions assume you are working with an existing site. See the Drupal.org documentation on Installing Drupal 8 if you do not have an existing site.
And replace the rest of the Ludwig usage tutorial with a simple link to the Ludwig + Commerce documentation:

Sorry, while we don't mind alternatives like Ludwig existing, we don't intend to recommend it. From an official project standpoint, you should only be using Composer, and we can only really support users who are using it.
