Compatibility with google_tag 2.0

Having the same issue, trying to upgrade to D10, but faced this issue.

I have prepared a patch for compatibility with google_tag^2.0
Due to the fact that services and permissions were changed in google_tag^2.0, we are not able to be compatible with both google_tag^1.4 and google_tag^2.0
