Provide customization for Signifyd integration

Problem/Motivation

Currently, commerce_signifyd does nothing with order states based on the Signifyd score.

Add configurable settings in administration to allow:

  1. enabling Signifyd per order type
  2. enabling automatic transition per chosen transition for each order type
  3. allowing to choose decision type upon No.2 workflow integration is going to react
  4. add options to exclude some orders from being sent to Signifyd (etc.. payment method and user roles)
