Some entities, associated with the taxonomy you are merging, have long running processes on save. Some terms are associated with large amounts of data. In these cases, the batch may still time out no matter how few terms are processed in a single batch.
Select a term (A) with > 10,000 references
Merge term (A) into another term (B) with > 10,000 references
Create an option that allows one to defer the taxonomy term correction to the cron queue.
