We seem to be forced to choose a territory where the tax type applies since it is a required field in /admin/commerce/config/tax-types/manage/.
We are organizing an international event in Québec, Canada and we need to charge provincial and federal taxes to everyone, regardless of their home address since the service will be provided during their stay in Canada. The provincial guidelines on this are pretty clear.
Thus, it would be important to allow selecting "World" or not selecting a territory when defining a tax type.
