Menu paths should be under reports not configuration

Problem/Motivation

The purpose of this project is to run a report on unused modules, it does not contain any configuration.

The menu paths currently reside under Configuration and I believe it would make more sense for them to reside under Reports.

Proposed resolution

Find and replace admin/config/development/unused_modules with admin/reports/unused-modules
