Update hook needed to import new configuration settings on existing sites

Problem/Motivation

Sites upgrading to 3.0.1 receive a fatal error due to the changes in the configuration settings. This error was reported here:

Add an update hook to import the new configuration changes. Retain current user settings from previous versions.
