UI to control which transitions create events

Problem/Motivation

\Drupal\danse_content_moderation\EventSubscriber\ContentModerationEventSubscriber::onEntityUpdate currently creates events for all updates.

Ideally this would be configurable, similar to the options provided by danse_content
