Node published when credit card details is incomplete.

I am using Commerce Stripe Payment Intent for credit card payment, when user click the "Continue to next step" button on the checkout page without entering the credit card details, the node is published immediately. and the user is seeing a error message on the checkout page "Your card number is incomplete." am not sure if this problem from this module or from the rules setting. please advise, thanks
