Migrate exception change broke dependency test

#3254986: Remove requirements array from RequirementsException message → changed the missing migrate dependency exception message. In fact, the same change to Drupal 9.5.x had to be rolled back because it broke Aggregator's tests. As a result, the 2.x branch's tests are currently failing. The tested exception message simply needs to be update. I'll supply a patch.
