twilio user details should remove when drupal user will delete and load with user_load

Problem/Motivation

When Drupal user will delete then it should remove from twilio_user custom table. Also twilio data should available when we load drupal user.

Proposed resolution

1) Use hook_user_delete() to add code for delete data from twilio_user table
2) Use hook_user_load() to add twilio details with user object
