Add useful navigation from the entity representing a smartqueue to the queue

Problem/Motivation

It would be handy to have navigation items from the entity that represents a smartqueue through to the smartqueue for that entity itself.

Such as:

  • Operations of a entity representing a smartqueue
  • Local tasks of a entity representing a smartqueue

Its possible an entity can be present in multiple smartqueues, so the implementation should be flexible to account for that.

This functionality would roughly mirror that of https://www.drupal.org/project/nodeorder → , with a much more flexible implementation.
