Add a tooltip field formatter for long text fields

Problem/Motivation

Showing long field content for example in a views table is pain. Instead it would be nice to select a "Tooltip" field formatter for such long text fields, which allows to enter a text to hover to show the full text in a tooltip.

This could for example be used for regular body's to make them previable when hovering a text, but also for technical use cases where a help text can be entered and shown when hovering an i icon, for example when combining the hover text with font awesome.
