Should files/php/twig/xxxx.php files be included?

Problem/Motivation

I have a multisite setup.
each site has sites/files/php/twig/

files/php/twig/644e7b2692900_admin-block-content.html._BJgMjUSwRIxIuBgdPk7ktalXk/ZssFC4LCr6T3ZoHSgKqad2Yc5SquS2kULPEYBMU5GWk.php

I am not familiar enough with these types of files. Are they dynamic or have an element per user that changes?
