Mobile fields is not visible during user registration

Problem/Motivation

Mobile fields is not visible during user registration page after choosing the option "Show mobile fields during user registration" from the setting page.

Steps to reproduce

1. Install the twilio module.
2. Then access the setting page of the twilio module (admin/config/system/twilio).

3. Then choose the following option "Show mobile fields during user registration".
4. Then access the user register page ('user/register')
