Replace deprecated file_create_url with file_url_generator service

Problem/Motivation

file_create_url() is deprecated in drupal:9.3.0 and is removed from drupal:10.0.0

Steps to reproduce

The function file_create_url() is being used on several places in the code. for generating the xml file and reviewing the xml file.

Proposed resolution

Replace the file_create_url() with file_url_generator service using dependency injection.
