Require Menu UI module

Problem/Motivation

The class \Drupal\config_readonly\ContentMenuForm extends the \Drupal\menu_ui\MenuForm class. Which means the menu_ui module is a dependency of this module.

Steps to reproduce

Install this module.
Uninstall menu_ui
attempt to do anything
observe the error Class "Drupal\menu_ui\MenuForm" not found

Proposed resolution

Add drupal:menu_ui to the dependency of the module.

ContentMenuForm doesn't exist in this module.... Is there a patch you're using?

Oh yeah, sorry. Looks like it was caused by the patch in ✨ Don't block content menu links reordering Needs review
