This problem, initially mentioned in #2826274: Config whitelist to allow "some" configuration to be edited while lock is active → , is a bit too specific to be solved with a whitelist system. So I made a module that fixes the bug. It might stay separated, but I'm wondering if it should be a submodule included in config_readonly (or maybe the code could be moved completely inside config_readonly?). Any advice?

#18 works for menu link content. But when using menu_link → the problem still exists. We are using that module in conjunction with menu_link_weight → . I think it might be helpful to have some type of configurable settings that allow this to work. Then users can customize which providers they wish to allow customizing.
