Consume Editoria11yJS as part of build

Problem/Motivation

In order to keep the Drupal-git repository as lean as possible, it should be consuming the editoria11yJS repository from github and including it in the build artifact, instead of directly committing it into the Drupal-git repository.

Proposed resolution

Taking advantage of the custom ability provided by GitLabCI, write a small script that will take a version number as an input and download the corresponding build of editoria11yJS from GitHub and place it in the proper directory for the Drupal integration to consume.

Remaining tasks

[ ] Add the build step.
[ ] Test the built artifact.
