Preview is not working on configuration page

Change a setting value to see a preview. "Position" and "enable on admin theme" not included.

This is written at the end of the configuration form. So I am talking about this.

This is the patch file to see the preview on the configuration page. But for this Enable on administration theme checkbox should be available then only the js will load.
