ReferenceError: Drupal is not defined

Problem/Motivation

When a page is loaded that does not have a dependency on `core/drupal` library, the following error is logged `ReferenceError: Drupal is not defined`

Steps to reproduce

For us this occurs mostly on our login page, but have found this to occur on other pages presumably when root libraries are loaded before `core/drupal`

Proposed resolution

Make `core/drupal` a dependency of `root/global-styling` library.
