Invalid translation language (fr-BE) specified

Problem/Motivation

When updating a translation in StoryChief, the existence of that translation is not verified on the Drupal side. I guess this shouldn't usually be necessary, but we just encountered a case where StoryChief is trying to update a translation that doesn't exist yet in Drupal.

Steps to reproduce

I'm not sure. Maybe the previous request creating the translation failed and this way Drupal & StoryChief became out of sync. This could also happen if the translation is deleted manually on the Drupal side.

Proposed resolution

Create a new translation if no translation exists yet.
