Can't upgrade to 2.1.5 due to laminas-feed

Problem/Motivation

When upgrading to 2.1.5, there an unresolved dependency that stops upgradring.

Steps to reproduce

For example, something like this: composer require drupal/dashboards:^2.1.5

- drupal/dashboards[2.1.5, ..., 2.1.x-dev] require laminas/laminas-feed ^2.20.0 -> found laminas/laminas-feed[2.20.0, 2.20.x-dev, 2.21.x-dev] but the package is fixed to 2.17.0 (lock file version) by a partial update and that version does not match. Make sure you list it as an argument for the update command.

and then composer why laminas/laminas-feed

drupal/core             9.5.7   requires laminas/laminas-feed (^2.17)
drupal/core-recommended 9.5.7   requires laminas/laminas-feed (~2.17.0)

So, in core-recommended, the laminas-feed is locked to 2.17
