Provide a way to pass the EditionGuard transactions associated with an order to Commerce Reactions

Problem/Motivation

Currently, no event is dispatched when a commerce_order containing EditionGuard transactions is placed. Other modules, commerce_reactions for example, rely on such events to grab the appropriate data.

Proposed resolution

Provide and dispatch an event to be used inside the commerce_reactions module. Also register the event for the commerce_reactions module.
