Warning on user form submission when no forums or topics subscribed to

Problem/Motivation

User form generates a warning that the foreach loop in the form submission is receiving a string, not a countable object.

Steps to reproduce

Save user with no active forum or topic subscriptions

Proposed resolution

Attached patch checks whether there were any subscriptions sent before looping through them.
