Revisions and moderation not respected

When importing a translation, a new revision is not created and the moderation state is not set.

Import a translation and click on the `Latest revision can be viewed at this link.` link. You will get a 404 because there is not latest version.
Visit the node's revision page and see that there is no new revision.
Visit the node's Layout builder page and see that the moderation state is not the state set in the TMGMT settings.
Visit the node's translation page and see that the moderation state is not the state set in the TMGMT settings.

Update code to create a new revision and set the proper moderation state.
