Remove BulmaJS from the theme

We focus on not doing Bulma JS could we remove it entirely and be true to the theme's name of Bulma CSS (only)?

How does the maintainer want to provide the JS? Either way is feasible but a decision should be made by the maintainer.

Javascript is removed from the 3.0.x branch.
