Make this module work with current versions of Gin and Gin LB

Recent changes to Gin, Gin Toolbar and Gin LB broke this module. The reason is that the layout builder control form (save button, preview toggles, ...) has been moved into the new Gin secondary toolbar.
The current dev version of Layout Builder IPE should now work with these current versions but depend on an additional patch to Gin LB:

Gin 8.x-3.0-rc2
Gin Toolbar 8.x-1.0-rc1
Gin LB 8.x-1.0-rc3 with patch from ✨ Prevent JS errors when Layout Builder is not initially displayed but loaded later via ajax Fixed

This needs testing.

Given that ✨ Prevent JS errors when Layout Builder is not initially displayed but loaded later via ajax Fixed is done I'll call this fixed.
