WSOD: Deleting users does not delete their subscriptions

Problem/Motivation

Deleted multiple users at admin/people
They were successfully deleted
Went to admin/commerce/subscriptions
subscriptions for the deleted users were still there
when I tried to delete the subscriptions themselves I got a WSOD

ArgumentCountError: Too few arguments to function Drupal\commerce_recurring\RecurringOrderManager::__construct(), 2 passed in /mysite/html/core/lib/Drupal/Component/DependencyInjection/Container.php on line 262 and exactly 3 expected in Drupal\commerce_recurring\RecurringOrderManager->__construct() (line 50 of modules/contrib/commerce_recurring/src/RecurringOrderManager.php).

[Work around] I had to use entity_delete to delete the subscriptions from the system and all is good in the world again.

I am wondering if this is because I did a bulk delete.
