Try installing and enabling Flexible Permissions → before doing the update to Group 2.0.x.

For all with composer workflow who follow or run into this issue I've create a new task issue and after some discussion with @kristiaanvandeneynde on Drupal Slack (https://drupal.slack.com/archives/CDL0J1TEW/p1681673224929749) and other Drupal community members from Germany which could improve upgrade path from 8.x-1.5 to 2.0.0 of group module.

Maybe you want to test my added patch and give feedback in 📌 Improve upgrade path from 8.x-1.x to 2.0.x Fixed if it helps to resolve your issue during upgrade :)
