These settings are still working and alive and kicking

Flood Control has settings for the Contact module in the settings form: see
https://git.drupalcode.org/project/flood_control/-/blob/2.3.x/src/Form/ FloodControlSettingsForm.php#L168
But those settings do not exist anywhere in Drupal core.
They were ported during the D7>D8 upgrade, but they may no longer exist
- Do a good research on these settings: are they obsolete or not?
- Remove the code related to those settings
- Everything
- Fields will drop from the settings form
- Dont know
- Probably
