Implement an informative message when the users uninstall to let them know that besides the uninstall the block type weren't removed automatically

Problem/Motivation

Currently on install ebt_cta a custom block EBT CTA is created to allow us to add Text with CTA button, and it's good. However during the uninstall this block type isn't being removed and it's intentional due to integrity of data since the users can have multiple blocks created with this block type, and for this reason we're not removing automatically. In order to have the transparency and follow the same approach of EBT projects, we can on uninstall display a message for the end-users that the EBT CTA was uninstalled but the block type isn't removed and provide the path for the users to that manually if they want

Steps to reproduce

Proposed resolution

  1. Implement a hook_uninstall
  2. Create a message to notify the users that was uninstalled but the block type weren't removed by default
  3. Provide the path to that manually if necessary
  4. Use Messenger class instead of Logger
