However, there is a lot of user-facing text in Drupal that cannot be changed via configuration. I’d rather keep to what Core does here – if they do not offer the option to customize the warning, neither should we, I think.

For overriding text in the user interface, there is already a more powerful way (though, admittedly, not very user-friendly and poorly documented): string overrides. Please use that to change any user-facing text that cannot be configured in other ways.
