Remove the node title filter, rework later on

Problem/Motivation

There is no connection between the "Filter node titles" option on the text format and the filtering that is done on node titles in hook_node_presave(). For now, remove both of these and create a separate issue for building out this functionality properly.

Proposed resolution

Remove the "Filter node titles" option on the text filter.
Remove hook_node_presave().
Create a follow-on issue for building this properly. Maybe?
