Add admin page with a list of available templates

Problem/Motivation

Often, developers don’t have full access to the account, but they should be able to identify and apply a template.

Steps to reproduce

Expected result:

- New admin page (/admin/config/services/unione/templates);

- Should display a list of templates or empty message with a link to the dashboard page, where they can be created;

- If needed, each template should have a page or pop-up to show the template content;
