Banner text config schema does not use the text_format schema type

Problem/Motivation

When translating the banner text using the Configuration Translation core module, the text is displayed as raw HTML instead of using an HTML editor.

Steps to reproduce

Enable config_translation and translate the message_banner config.

Proposed resolution

Change the banner_text schema type from mapping to text_format.
