Put a message during the uninstall notifying that the EBT tabs was uninstalled but not the block types

Problem/Motivation

In other projects we're following this approach because when the EBT tabs is installed is created a block type for the end users, and during the uninstall the block type isn't removed because of consistence since the user can have multiple blocks using this block type. So for this reason we're putting a logger with a `notice` that the modules was uninstalled but the block type wasn't and if necessary it can be removed manually

Proposed resolution

  1. Implement a hook_uninstall
  2. Use the logger class
  3. Set a notice notifying that it was uninstalled but the block type wasn't
