CheckUserRolePermissionEvent::checkUserRoleAccess incorrect typehints

Here is the fix

The patch applies correctly and the error is gone.

I applied path #2 patch not applied properly and please find below screenshot for your reference.
I have created new patch and please do Review.

Patch #2 has a filemode change. That is not correct indeed. Patch #3 has the same logical changes applied.
